Provincial Interests
The Minister of Municipal Affairs and Housing has the authority to intervene and stop development applications independent of a decision from the Ontario Land Tribunal. Under the "Planning Act", there are various features which could cause such intervention. The following excerpt from the Planning Act provides the details.
Original Millcroft (Rose) Subdivision Approval
It all begins with an idea.
The attached document is the amendment to the City of Burlington’s Official Plan which was approved by the Ministry in February 1986. This amendment gave way to the creation of Millcroft as we know it - a master planned community with a golf course at the centre.
A key distinction within this agreement is that it states “It is also the intent of this plan that, should the operation of the golf course discontinue, these lands will remain as permanent open space, since portions of these lands contain creek features which are part of the stormwater management system for the Community”.

On September 27, 2022 Millcroft Greenspace Alliance (MGA) held a community meeting to educate community members from Burlington and beyond on the current status of the pending Millcroft Greens development application, steps that are being taken to preserve the Millcroft Community in it’s current form, and how to get involved.
